Description:

The Senior Vice President of Hospital & Health Plan Operations has responsibility for the operations of seven service areas and their ten hospitals located in the Northern California Region of Kaiser Foundation Health Plans and Hospitals (KFHP/H), and responsibility for oversight and direction of regional functional departments including Regional Support Services and Consumer Experience. This position has primary accountability for: Overall performance and delivery of quality health care services for the assigned service areas in Northern California KFHP/H overseeing all aspects of operations for the hospitals in the assigned service area. Oversight of Productivity Management practices and functions for Northern California hospital and care delivery services. Driving the development of operational strategies that promote superior quality, service, and efficiency as well as ensure the long term financial viability of the Region. Building and maintaining a responsive, motivated, and high-quality Regional functional services that support operations. Partnering with the Sr. Vice President for Health Plan and Hospital Operations, Chief Financial Officer; Regional Chief Nursing Executive, Sr. Vice President Clinical Services and Sr. Vice President, Strategic Development and Technology to ensure operational capabilities and performance support the Region’s overarching, long term business strategy. Contributing to the development and maintenance of key relationships with the Permanente Medical Group. 


Essential Responsibilities:


The Senior Vice President of Hospital and Health Plan Operations will focus on the following:


Operational and Strategic Leadership Oversight:


·Is a key member of the Northern California Regional Leadership Team, helping to lead the dialogue and decision-making processes associated with the Northern California delivery system.   Contributes to the overall leadership of the Region, in partnership with KFHP/H and The Permanente Medical Group (TPMG) leadership peers. Fills a key leadership role in various regional joint governance bodies.


·Ensures that the Service Areas and leadership teams consistently deliver on their shared service, quality, safety, affordability, membership and people goals as outlined in the Northern California annual Strategic Plan, Operating Plan and Regional budget.


·Represents the Community of Practice for Operational Leaders in the Service Areas, inclusive of Area Managers and Chief Operating Officers.


·Contributes to the Regional policies, procedures and practices for Service Area Operations.


·Actively participates in the strategic planning processes for the organization, to include annual budgeting, regional and local goal setting, and incentive plans.  Develops and implements regional strategies positioning the delivery system for long term success. 


Team and Leadership Development:


·Leads, guides and mentors Service Area leadership teams in partnership with Regional staff, to ensure consistent standard of practice, policies and procedures across the Northern California Region. 


·In collaboration with Human Resources and Leadership Development, ensures development opportunities for Service Area leaders in order to provide a ready and capable leadership pool for sustained organizational performance and succession planning.


·Directs the development of appropriate recruitment, retention and training programs that will improve the overall efficacy and competency within the organization.   In addition, demonstrates a commitment to Inclusion, Diversity and Equity through a consistent, organized approach towards recruitment, retention and promotion of a diverse leadership team.


·Ensures that hospital and continuing care operations are able to attract, recruit and retain superior talent.  Builds a performance-oriented culture characterized by enthusiastic, motivated staff that feels accountable for operating as a team and meeting customer needs. 


·Builds strong, collaborative partnerships between TPMG and KFHP/H functional areas to facilitate the smooth accomplishment of key performance initiatives.


Care Delivery and Quality Management


·In collaboration with Quality and Regulatory leaders, ensures operational compliance with applicable accreditation standards and federal, state and local laws and regulations, including those pertaining to licensure, quality improvement/assurance, fire inspection, emergency preparedness, and other safety measures.  This includes review, prompt action, and appropriate escalation in response to reports and recommendations from regulatory, accreditation and inspection agencies related to the Service Areas and hospitals


·Accountability for achievement of World Class Hospital and Care Continuum quality of care and experience in support of clinical effectiveness and safety.


·Enhances the infrastructure required to identify and resolve performance issues, execute change and monitor performance across the Region.  Specific processes associated with this area include performance monitoring and project management.


·Demonstrates and communicates a commitment to performance improvement through team-based work and a culture of engagement.


·Ensures that Health Plan and Hospital oversight responsibilities are appropriately exercised as they relate to Hospital and Continuing Care Operations within the Service Areas.


Basic Qualifications:

Experience


  • Minimum ten (10) years of experience in a senior operational leadership role in the managed care industry and/or in integrated delivery systems.


Education


  • Bachelors degree required


Additional Requirements:


  • Experience in working effectively with physicians in the provision of care.

  • Experience in working effectively with labor constituents in support of the KP Labor-Management Partnership, and the needs of our workforce.

  • Knowledge of delivery system operations, strategic planning, and overall service delivery.


Preferred Qualifications:


  • Masters degree in health care administration or business strongly preferred.
