Description:
In addition to the responsibilities listed below, this position is also responsible for analyzing the impact of state and federal legislative and regulatory proposals on KP; preparing and refining arguments, testimonies, and other materials regarding legislative, regulatory, and public policy issues and opining on legal issues; drafting proposed legislation, regulations, and amendments independently; developing KPs position on health policy issues through targeted, audience appropriate arguments; serving as a subject matter expert on public policy issues, statutes, and case law and partnering with key stakeholders to formulate public policy positions; leading working groups of KP experts to provide legal interpretation and counsel during the development of policies in response to pending legislation, regulation, court cases, or other health policy issuesdeveloping strategic policy on legislative, regulatory, public policy issues and pending Supreme Court rulings and decisions; advising, analyzing, and providing strategic direction to senior leadership on complex legal challenges, strategic public policy, legislative, and regulatory issues, and the legislative and regulatory environment relating to public policy; representing the Program in government and industry meetings and other public forums and influencing complex and strategic partners and stakeholders during negotiations on policy development and legal issues independently; supporting Permanente physicians or executives in their work to promote KPs interests with external associations, in government and industry meetings, and other public forums; and conducting complex legal research on applicable laws and statutes in support of KPs interests and public policy position and providing legal counsel to senior leadership on findings.

Essential Responsibilities:

- Drives the execution of multiple work streams by identifying member and operational needs; translates business strategy into actionable business requirements; develops and updates new procedures and policies. Gains cross-functional support for objectives and priorities; determines and carries out processes and methodologies; solves highly complex issues; escalates and resolves issues as appropriate; sets standards and measures progress. Develops work plans to meet business priorities and deadlines; coordinates, obtains and distributes resources. Removes obstacles that impact performance; guides performance and develops contingency plans accordingly; influences the completion of project tasks by others.
- Promotes KPs interests by: fostering effective relationships with elected and appointed officials, policymakers, trade associations, and other groups; providing guidance on communicating with key external stakeholders on KP; mentoring others on influencing strategic partners to take positions consistent with KP; and facilitating others to be effective liaisons and representatives of KP.
- Partners with internal stakeholders on government relations by: coordinating with key internal stakeholders and senior leadership on developments in legislation, regulations, legal proposals, public policy, key personnel changes, national/state/local issues; integrating approaches and solutions to key issues; guiding planning efforts and response to proposed legislation, regulations, legal proposals, public policy, national/state/local issues; and managing recommendations and ensuring communication of positioning to internal audiences.
Minimum Qualifications:
- Juris Doctorate (JD) or equivalent (e.g., Legum Baccalaureus (LLBs), Legum Magister(LLMs), and Postgraduate Certificate in Laws (PCLLs))
- Minimum eight (8) years of experience as an attorney in a law firm or company, or in government in one of more legal specialties.
- Minimum three (3) years of experience in legislative, regulatory, government relations, or directly related field.
- Minimum six (6) years of experience in legislative, regulatory, or government relations at the local, state, or federal level, health policy, communications, public affairs, or a directly related field.
- Bachelors degree from an accredited college or university AND Minimum nine (9) years of professional experience (includes internship and unpaid work experience) OR Minimum twelve (12) years of experience in legislative, regulatory, or government relations at the local, state, or federal level, health policy, communications, public affairs, or a directly related field.
- State Bar License (from any State where KP does business)

Pay Range: $216900 - $280610 / year
