Description:
This senior manager level position is primarily responsible for managing strategic data-informed decisions, managing efforts to ensure data and resources are available to users in an orderly and secure way through data provisioning and ongoing security, and managing analysis and development of database designs, data models, and relational data definitions in support of systems requirements.
This position manages ongoing database support, maintenance, and troubleshooting, and manages complex data strategy efforts and the development, implementation, and automation of business and reporting solutions.
Job Summary:
This senior manager level position is primarily responsible for managing strategic data-informed decisions, managing efforts to ensure data and resources are available to users in an orderly and secure way through data provisioning and ongoing security, and managing analysis and development of database designs, data models, and relational data definitions in support of systems requirements.
This position manages ongoing database support, maintenance, and troubleshooting, and manages complex data strategy efforts and the development, implementation, and automation of business and reporting solutions.
Essential Responsibilities:
- Pursues professional growth and provides developmental opportunities for others by soliciting and acting on performance feedback; building collaborative, cross-functional relationships; hiring, training, and developing talent for growth opportunities; delegating tasks and decisions; fostering open dialogue amongst departments; strategically evaluating talent for succession planning; setting performance management guidelines and expectations across units; and working closely with employees to set goals and provide open feedback and coaching to drive performance improvement.
- Manages designated units by translating business plans into tactical action items; communicating goals and objectives; ensuring all policies and procedures are followed; overseeing the completion of work assignments; assuming responsibility for decision making; aligning team efforts; building accountability for and measuring progress in achieving results; incorporating resources, costs, and forecasts into unit plans; removing obstacles that impact performance; guiding performance and developing contingency plans accordingly; partnering with key stakeholders and business leaders to ensure products and/or services meet requirements and expectations while aligning with departmental strategies; and influencing units to operate in alignment with business objectives.
- Manages the development, implementation, and automation of business and reporting solutions by partnering with stakeholders to ensure their design, planning, and implementation needs are being met while ensuring consistency and coherency of output; reviewing and approving results; ensuring data reports, visualizations, and/or interactive Business Intelligence (BI) reports meet established standards; reporting to senior-level stakeholders on key findings; and identifying needs for the development and implementation of additional reporting solutions.
- Manages efforts to ensure data and resources are available to users in an orderly and secure way through data provisioning and ongoing security by reviewing and approving data access requirements; creating, preparing, and enabling systems to provide data to users; granting users access to data repositories or systems, applications, and databases based on a unique user identity; managing and monitoring data access on an ongoing basis; tracking and documenting version control; designing and generating tracking and monitoring tools; reviewing data access; and ensuring data provisioning efforts adhere to IT compliance standards, policies, and procedures.
- Manages complex data strategy efforts by ensuring proper identification and representation of content; determining optimal data storage methodologies for large and/or complex data sets; ensuring data are packaged in a way to be reused and shared; developing and ensuring adherence to data rules and access guidelines; determining best strategy for combining data residing in disparate systems into a unified, consistent data view; establishing, managing, and communicating information policies and mechanisms for effective data usage; and ensuring the data strategy is aligned with and informed by the analytic strategy.
- Manages ongoing database support, maintenance, and troubleshooting by identifying and fixing escalated problems; reviewing and correcting oversights; ensuring the database meets expectations; identifying trends in the database users; ensuring optimized database performance; reviewing and prioritizing recommended improvements to the existing database; and scheduling times for upgrades and repairs for minimal impact to the company.
- Manage analysis and development of database designs, data models, and relational data definitions in support of systems requirements by leading data preparation for analytic efforts; reviewing assessment of the current data infrastructure; reviewing areas in need of change; ensuring database meets standards for how it should look and function; approving scope of database using the ETL Architecture Standards; reviewing code to create the database; reviewing database security standards; and ensuring data integrity across multiple internal and/or external databases.
- Manages strategic data-informed decisions by consulting with senior-level clients and leadership to identify and clarify key business needs across functional areas, business and/or clinical lines; managing the development of outcomes and process measures; reviewing the translation of business requirements; determining data/information needs and data collection methods; leading the development of analysis plans; reviewing the impact of business decisions on clients, customers, and/or members; collaborating with clients and staff to identify opportunities and methods to improve efficiencies with analysis; ensuring end-users are supported and trained; and reviewing documentation of processes and deliverables.
Minimum Qualifications:
- Minimum five (5) years experience in a leadership role with or without direct reports.
- Bachelors degree in Mathematics, Statistics, Engineering, Computer Science, Social/Physical/Life Science, Business, or related field and Minimum eight (8) years experience in database configuration, architecture or management, or a directly related field. Additional equivalent work experience in a directly related field may be substituted for the degree requirement.

Preferred Qualifications:
- Two (2) years regulatory experience.
- Four (4) years experience working in a matrixed organization.
- Two (2) years health care experience.
- Two (2) years experience delivering presentations to senior management.
- Two (2) years experience working with business intelligence tools.
- Three (3) years supervisory experience.
- Two (2) years relational database experience.
- Two (2) years experience working with data extraction and manipulation language and ETL tools (e.g., SSIS, Informatica, Ab Initio, etc.).
- Two (2) years database maintenance experience, including performance tuning and query optimization.
- Two (2) years experience in process improvement.
- Two (2) years experience working with quality management and data profiling tools.
- Two (2) years experience in transition or change management implementation.
- EPIC Data Model knowledge / support
- Managing testing / validation process for Clarity upgrades, etc.
