Description:
Job Summary:

Manages and directs a centralized pharmacy service or department. Responsible for a complex, extended-hour operation with a scope of service that encompasses an entire region or sub-region. Ensures high quality output and efficient operation of the department. Ensures compliance with Federal and State laws and regulations, Statewide Pharmacy Operations objectives, policies, and procedures. Evaluates, plans, presents, and implements innovations and expansions of central services to accomplish Regional and Pharmacy Operations service and financial goals and expectations. Provides leadership to subordinate managers and staff. Assists with the development and implementation of strategic initiatives. No online dispensing duty. Directs and leads the management and staff of a centralized pharmacy service(s). Staff may be in a central location or hybrid remote.  Performs other duties as required.  

Essential Responsibilities:

  • Assists with the development and implementation of California Statewide pharmacy strategic initiatives which are designed to enhance quality, improve member service, and enhance cost effectiveness.
  • Provides leadership and direction to Pharmacy Managers and staff in assigned centralized pharmacy location(s).  Staff may be in a central location or hybrid remote.
  • Responsible for locations pharmacy services, business expansion, performance measurements, quality reporting, and regulatory compliance with Federal and State laws, regulations, standards, TJC, O.S.H.A., SBOP, Statewide & Departmental policies and procedures.
  • Accountable for locations pharmacy quality, service, and fiscal outcomes. Leads design, implementation, and evaluation of systems, processes, and methods designed to increase quality, improve service, and enhance cost effectiveness.
  • Strategically develops service initiatives to meet the demands of future pharmacy growth.
  • Identifies and implements opportunities to leverage location resources to support the Region and Service Areas.
  • Provides oversight for personnel management activities (e.g., recruits, hires, trains and evaluates, and/or takes corrective action for subordinate exempt and hourly personnel).
  •  Develops team members as part of strategic workforce and succession planning. Serves as the locations pharmacy leadership point of contact by developing strong collaborative relationships with the Pharmacy, Health Plan and/or Medical Group Leadership from the Region/Service Area/Medical Center/Medical Offices to achieve Regional, Service Area and Medical Center goals.
  • Plans, implements, evaluates, adjusts as necessary quality assurance standards, systems, and processes, and ensures that quality assurance is inherent in all aspects of operations.
  • Oversees and directs the operation of any department equipment, including the provision of preventive maintenance and all other engineering activities related to equipment and technology used in the department.
  • Communicates regularly with subordinate managers.
  • Develops a team of professionals who plan and implement departmental goals and objectives.
  • Provides leadership in the development and implementation of capital and operating budgets for location(s).
  • Integrates assigned locations operations and business plans with the CA Statewide Pharmacy Services Business Plan.
  • Accountable for consistency and continuity in the location and transfer of best practices.
  • Works in collaboration with providers, department heads, Pharmacy Managers, and Pharmacy Leadership to implement strategic programs.
  • Develops and provides guidance on organizational and department policies and procedures.
  • No online dispensing duties.
  • Performs other duties as required.
Basic Qualifications:
Experience

  • Minimum five (5) years of previous pharmacy supervisory experience.
  • Minimum three (3) years supervisory/management experience in an integrated delivery system or healthcare network comprised of multiple sites/facilities.
Education

  • Degree in Pharmacy required.
License, Certification, Registration
  • Pharmacist License (California)
Additional Requirements:

  • Must possess the ability to lead and manage professionals and others through influence and collaboration in single and/or multiple pharmacies.
  • Demonstrated ability to provide leadership to and work with a professional team.
  • Must possess the advanced communication skills necessary to be the administrative point-of-contact for leadership and work collaboratively with and lead multi-disciplinary teams.
  • Ability to demonstrate and apply knowledge of contemporary outpatient pharmacy operations principles and standards, including clinical, professional, legal, business, and public relations aspects.
  • Must have a working knowledge of applicable Federal and State pharmacy regulations, and T.J.C. and O.S.H.A. Requirements.
  • Ability to extract pertinent information from patients, or other sources, to apply to the patients medical management plan.
  • Demonstrated abilities and skills in pharmacy business management, customer problem-resolution, leadership, and supervision.
  • Must possess self-initiative, innovative and collaborative skills.
  • Ability to demonstrate proficiency in oral and written English-speaking communication skills.
  • Must pass background check.
  • When the provision of pharmaceutical services or products requires licensure in states other than California, the Manager of Regional Pharmacy Services must maintain a current and valid license in all required states. Upon initially assuming the position the Manager of Regional Pharmacy Services will have 90 days to obtain all required licenses. On an exception basis, the 90-day deadline may be extended upon approval of management.
  • Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:

  • Pharm. D. Preferred.
  • Courses completed in pharmacy business management or related subjects preferred.
