Description:
Plan, direct, and supervise services of phlebotomy and other pre-analytical functions. Provide technical expertise and training in assigned areas of responsibility and support overall operations management of the Laboratory.

Plan, direct, and supervise services of phlebotomy and other pre-analytical functions. Provide technical expertise and training in assigned areas of responsibility and support overall operations management of the Laboratory.
Essential Responsibilities:
- Plan, administer, organize and provide direct supervision for areas of responsibility. Direct department workflow. Monitor and maintain compliance with policies and procedures. Participate in Labor Management Partnership activities. Perform pre-analytical processes as needed to ensure timely and appropriate patient care. Provide support and direction to other Laboratory areas as needed to maintain quality of care and service. Serve as liaison between Laboratory and inpatient and/or outpatient clinical departments, acting as resource to provide information, resolve service problems, address questions or concerns from patients, clinicians, and staff. Maintain open communication lines between pre-analytical team and other Laboratory staff and management. Promote and maintain awareness of organizational business strategies and participate in achieving goals and organizational initiatives.
- Interview, select, orient, and train Laboratory staff. Coach, evaluate performance and recognize achievements. Initiate, implement, and document required training and continuing education. Counsel, initiate corrective action, and terminate staff in accordance with State and Federal law, EEO guidelines and organizational policies. Schedule staff to meet service needs. Provide development opportunities to staff by delegating responsibilities, assigning projects, and providing educational opportunities. ASSIST staff in team building. Develop and coordinate on-site pre-analytical training and orientation program for new employees, phlebotomy program students, and MLT/MT program students in collaboration with Pre-analytical Technical Specialist and Phlebotomy Trainer(s). Oversee training of new and current employees in Laboratory and other Regional computer/information systems.
- Maintain compliance with all Laboratory licensing and regulatory requirements pertaining to assigned areas of responsibility (e.g. CAP, CLIA, and JCAHO). Maintain current procedure manuals. Review and update policy and procedure manuals on a regular basis and as changes occur. In-service employees on all new procedures and policies.
- Monitor workload and adjust staffing and workflow patterns to effectively meet service needs for areas of responsibility. Assure equipment is maintained and serviced appropriately and that back-up systems are in place.
- Participate in development and administration of department budget. Monitor financial reports and act to correct or justify variances. Oversee ordering of materials and supplies to assure adequate inventory of supplies necessary for uninterrupted service for areas of responsibility. Performs other duties as requested.
Basic Qualifications:
Experience
- Minimum two (2) years of phlebotomy or LTA experience in multi-patient setting.
- Minimum two (2) years in supervisory or leadership role in laboratory or other applicable healthcare setting OR four (4) years direct management or supervisory role in a non-health care setting.
Education
- High School Diploma or General Education Development (GED) required.
License, Certification, Registration
- Drivers License (in location where applicable)
Additional Requirements:
- Working knowledge of phlebotomy principles/practice lab specimen collection, processing and handling requirements.
- Basic knowledge of computer operation.
- Demonstrated customer service skills.
- Verbal and written command of the English language.
- Proven skills in multi-techniques in phlebotomy.
- Demonstrated effective interpersonal skills.
- Demonstrated ability to organize, prioritize, and to work independently.
Preferred Qualifications:
- Minimum three (3) years of phlebotomy experience in busy multi-patient setting including use of multi-techniques and experience with patients of all ages.
- Minimum one (1) year of supervisory and/or teaching experience.
- Medical Terminology.
- Training in basic principles of supervision.
- Thorough knowledge of phlebotomy and pre-analytical specimen preparation principles.
- General knowledge of Kaiser Permanentes Human Resource policies.
- Proven expert skills in phlebotomy practices.
- Computer skills.

Pay Range: $65200 - $84370 / year
